Do note that the warning doesn't always effect gameplay, and sometimes it's just the server catching back up. If you're not noticing any issues in game, this warning can generally be ignored.
What Causes It?
Activities such as redstone, entity count/updates, chunk generation, etc. are all things that happen during a tick, or time in Minecraft. Too many actions such as too much redstone can overload a tick which causes the error.
Some Things That Can Be Done:
⚠️ Just as a heads up, any commands can be done in the console or in game. If you do any commands in game, you will need to be op'd. Here is a guide on how to do that!
Disable Elytra Flight Check:
For servers on 1.9+, sometimes the elytra flight check can use a lot of unnecessary resrouces, so disabling has been known to help. You can do so with this command!
/gamerule disableElytramovementcheck true
Decrease Mob Farms/Entity Counts
High entity counts (things like mobs, item frames, minecarts, etc.) all count as entities, and having a large number of them can cause a lag. Removing farms or decreasing the amount of them can help reduce the Server Can't Keep Up! message.
Disabling/Reducing Redstone Contraptions
Redstone can be helpful, but it can also cause issues on servers. If you have a lot of redstone in your server, reducing the amount of it can help reduce lag on the server.
Using Mods?
Remove Physics Mods
Physics mods are known to cause a lot of issues with server ticks, so generally removing them can help reduce lag and server overload. Some known physics mods are:
