One of the more stubborn errors to get in Minecraft is one labelled as "Connection Refused". This error, in simplicity, means that the connection between your client and the server is being rejected, which can normally be caused by either Firewall issues or other similar problems with your network.
Check your Firewall
Commonly, your firewall may be blocking the connection to the server, which can happen through a variety of reasons. To fix this, you may add an exception to your firewall in order to attempt to force the connection attempt to go through. This process may vary depending on your operating system or anti-virus software.

If your firewall is controlled through an Anti-virus program, consult the program's documentation for more information.
Restart your Network
If at all possible, try restarting your network by unplugging the router from the wall for around 15-30 seconds, then plugging it back in. Once the connection has been reestablished, try connecting again.
Try Direct Connecting
If you haven't yet, try using the Direct Connection option in the multiplayer tab. Simply place the server's IP in the given box, then press connect.
