Bukkit
Bukkit is one of the oldest pieces of Minecraft server software. It laid the groundwork for a plugin based server experience and is simple, stable, and compatible with a wide range of plugins. However, there is a downside, it’s not the fastest option, and development has slowed over the years.

Paper
Paper is built on top of Spigot (which itself is built on Bukkit), but with tons of performance tweaks and new features. It keeps compatibility with most Bukkit/Spigot plugins while running much faster, especially with lots of players. Paper also gives server owners extra settings to fine tune gameplay and performance.
